My friend wants to know some inexpensive hair loss treatments that work well.?
There's only two drugs clinically tested and FDA approved : Minoxidil (Rogaine and other brands) and Finasteride (Proscar, Propecia, etc.), there are some interesting drugs too like Dutasteride or Follica but there aren't enough studies yet.
If you're into natural stuff, the only one that might be helpful is Saw Palmeto (there are capsules for sale in natural shops) because it contains anti androgens similar to the ones found on Propecia.
Minoxidil if you buy generic brands it's quite cheap and Proscar if you get the generic version it's reasonably cheap and will last you a long time.
Quite frankly all the other stuff are either placebos or scams.

Are there any internet polls or the like that survey the public on the effectiveness of hair loss treatments?
(excluding minoxidil and finasteride) This could save some time and money (if they are independent polls done in good faith).
That could save consumers couple of billion dollars if they were done in good faith. But they usually are sponsored. You need to do your own research. There is not a single platform where you could find a clear answer. How could Helsinki formulae and their likes earn their money then? I only remember one hair loss product, besides rogaine and propecia, that did a fair consumer survey – revivogen and I was astonished to see them publish its results. Numerous hair loss forums are another good source of the information you are looking for.
